Harold H. (Bart) Barton, Jr. received his Bachelor's Degree from the United States Air Force Academy with the Class of 1973 and his Juris Doctor Degree from Regent University, School of Law in 2004. He established a private practice in Newport News that same year. Prior to beginning a law career, Bart served in the United States Air Force for over twenty-six years and retired as a Colonel in 1999. A fighter pilot with over 3,200 hours in various aircraft including the F-111, Bart was the Commander of the 77 Tactical Fighter Squadron during Operations Desert Shield and Desert Storm. He is the recipient of the Legion of Merit and other military awards and decorations. Since moving to Virginia in 1996, Bart has been active within the local community as a volunteer and leader. A lifetime member of the Air Force Association (AFA), Bart was the Vice President for Veterans Affairs on the Virginia State Executive Committee for ten years. He was awarded the AFA Exception Service Award, the highest national annual recognition. Bart served under an appointment by the Governor on the Joint Leadership Council (JLC) of Veteran Service Organizations for six years and served as JLC Chairman during that term.

Bart's primary practice area is Elder Law. He represents older persons, disabled individuals, their families, and their advocates. He also practices in the areas of Veterans Benefits, as a VA accredited attorney including claims and appeals; Transactional Law, which includes establishment and maintenance of limited liability companies, corporations and non-profit organizations; Guardianships for minors and adults; and Restoration of Individual Rights. Bart is also qualified as a Guardian Ad Litem for incapacitated adults.

As late comer to the law after a long academic career, I spent the first 28 years of my legal career as a law clerk to Justice Lawrence L. Koontz, Jr. of the Supreme Court of Virginia. Upon retiring from public service, I started a part-time practice in the Law Office of James Steele in Roanoke concentrating in state court appeals.

Since then, I have enjoyed serving as an assistant public defender, court-appointed counsel, Guardian ad litem for juveniles and incapacitated adultes, and as a board member for the Legal Aid Society of Roanoke Valley and Fathers for the Fatherless.

Brenda Waugh is the Attorney/Mediator/Facilitator and Consultant at Waugh Law & Mediation. Prior to Waugh Law & Mediation, Brenda Waugh began her legal career as a legal services attorney in Charleston, West Virginia, where she served clients in Clay and Putnam Counties. She moved from that position to work as a clerk at the West Virginia Supreme Court of Appeals, charged with developing the initial family court pro se packet and working as a clerk to the committee that developed the first Family Court procedural rules. Brenda then served as counsel to the West Virginia Senate Judiciary Committee before accepting a position as an assistant prosecutor in Kanawha County, West Virginia. Desiring to live closer to family in the Washington, D.C. Area, she relocated to the Eastern Panhandle of West Virginia, where she worked as an assistant prosecutor for Berkeley County until she left that position to enter into private practice with attorney Craig Manford, forming Manford and Waugh, PLLC. In 2000, she left that firm to begin her own practice, serving Virginia, West Virginia, and the District of Columbia. She has contributed to a number of different publications including authoring law review articles published by Washington / and the University of Richmond. She has a Master’s Degree in Conflict Transformation and Restorative Justice from Eastern Mennonite University, a law degree from West Virginia University, and a bachelor’s degree from the University of Virginia. She has also taken advanced courses at George Mason University’s Carter School. In her spare time, she enjoys hiking in the mountains, walking on the beach, and spending time with her family, particularly her hound dog, Roosevelt, and grandchildren.

After practicing law since 1987, and gaining a degree in conflict resolution, I now focus my practice in alternative dispute resolution. I provide mediation for disputes in many subject areas, preferring a more transformative mediation model that typically give the parties the opportunity to resolve their dispute and often improve the relationship between the parties. I also provide consultation services for retorative justice programs and facilitate restorative justice processes.
